Problem Statement


Students walking from neighborhoods east of Bender Rd must travel in the roadway or on uneven grassy areas due to a lack of continuous sidewalk. This creates safety hazards, especially during inclement weather or high traffic periods.

Project Goals


  1. Close the sidewalk gap along Bender Rd to create a continuous pedestrian connection to North Bend Elementary.
  2. Enhance student safety by providing a dedicated walking path separated from vehicle traffic.
  3. Clarify responsibilities among overlapping jurisdictions to streamline approvals and funding.

This project addresses a missing sidewalk segment on Bender Road near North Bend Elementary School in Humble ISD. The sidewalk gap poses a safety risk for students and families walking or biking to school. The site is outside Houston city limits but within the City of Houston’s Extraterritorial Jurisdiction (ETJ), meaning Houston retains certain regulatory authority over development. The location also lies within multiple overlapping jurisdictions, making coordination essential.
